Jose Canseco will not be permitted to play for the “Tigres de Quintana”

The former player of the Major League Baseball Jose Canseco refused to submit to a test for steroid, when he tried to return to the Mexican Baseball League. It was earlier said that the “Tigres de Quintana” of Cancun agreed to give him the 2nd  chance and invited him to play.
This baseball player refused to submit to tests for steroids that had to be performed by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE is government agency that manages Olympic sports in Mexico.
The CEO of the “Tigres de Quintana”  Cuauhtemoc Rodriguez Meza stated that Jose Canseco would not be permitted to play for the team because he had admitted that he used banned drugs.
Jose Canseco admitted that he was on testosterone replacement therapy under supervision of a doctor in the US. He noticed that he was on TRT since 2008. This player was not surprised by the requirement to submit to steroid testing. This sportsman wrote on his Twitter account last month that the Minor League Baseball would conduct testing for prohibited products.
It is known that  any athlete may use steroids for TRT and take part in competitions, if he/she has acquired a therapeutic use exemption (TUE). A TUE permits application of prohibited substances, if it is supported by medical needs.
It is obvious that Jose Canseco has prescription from his doctor that supports his condition which requires receiving TRT. But Jose Canseco doesn’t have any TUE for usage of testosterone.
Jose Canseco has openly noted that he had a prescription from his physician to apply testosterone as a part of testosterone replacement therapy. He wrote about  this condition in a documentary in 2008. He confirmed that he discontinued administering illegal steroids and was experiencing low testosterone production that was provoked by steroids. Then his physician recommended him taking a testosterone gel in order to be relieved from unwanted consequences of steroids.
You see that Jose Canseco’s administration of steroids is justified because he has medical need for application. But since he hasn’t obtained a TUE, it is not clear whether he would join the team that has steroid testing.
The CEO of “Tigres de Quintana” mentioned that he had known that Jose Canseco was receieving TRT but he invited him to play, just with a TUE.
